Financial Crises in the Non-Banking Sector: A Qualitative Study of Regulatory Failure, Design Fragility, and Reforms and Lessons from a New Zealand NBFI Perspective

Between May 2006 and November 2012 the NZ NBFI sector was witness to a series of 67 FC failures that impacted some 242,000 investors with around $9.4b in deposits put at risk. The research seeks to examine the failures, the root causes, the subsequent parliamentary inquiry and report and the resultant recommendations and reforms. Among the various research questions the study attempts to analyse the reforms and their effectiveness and the ways that politics and past political decisions from the 1980s may have played a part in the crises, an approach to the crises that has not yet been explored in NZ.
