Despite huge commitments to education in developing African countries, the quality remains low, and achievement gaps persist. By combining hybrid merit and needs-based selection criteria, involving host communities, and concurrently inspiring large student numbers to higher test scores, a recent scholarship scheme in South-eastern Nigeria aims to maximise learning outcomes with otherwise limited resources. Through a mixed-methods approach, this proposed study explores the scheme’s efficacy. The “controlled before-and-after (CBA) study” will quantitatively identify any differences in test scores between the Intervention and Control groups, while a Case Study will qualitatively explore the underlying influencers of any such observations. The findings will help advance related research, while, hopefully, re-shaping educational policies that will ultimately stimulate economic growth in the targeted countries.
